Professor PhD Gert Johan Kjelby is a former regional public prosecutor (1999-2015) - See English CV below.

He has been the project leader of a 5-year project "Police and Prosecution Law" at The Faculty of Law, University of Bergen, Norway (2017-2022).The project is co-financed by Bergen Research Foundation and the National Police Directorate in Norway. You can read more about the project here.

Kjelby has since 1996 published books and articles in field of Criminal law and Criminal procedure, Human rights in criminal proceedings, legal history and Police and Prosecution Law. He completed his PhD-thesis in 2013 on “The legal development and legal frameworks of the principle of discretionary prosecution in Norwegian criminal procedure.” In 2017 (2.ed 2019) he published a textbook on “Prosecution Law”.  

Outreach

Kjelby arranged, lead and held a lecture on the “Police and Prosecution”-projects conference 15-16 November 2018 - “On the boundaries of police and prosecution law”. Read more about the conference.

Selected invited lectures:

Lecture on "Prosecutors functional independence in Norway" on the OSCE - Office for Democratic Institutions and Human Rights (ODIHR) study visit to Norway 14-15 May 2018 (Subject: Strengthening the functional independence of prosecutors in Eastern Partnership countries). The delegation had participants from the prosecution authorities in Ukraine, Georgia, Armenia, Belarus and Moldova.

Kjelby is an associate member of The Georgian-Norwegian Rule of Law Association. He has attended the 1 - 4th annual conference in Tbilisi, Georgia (2014-2017) and given lectures on e.g. “Crime and conduct of criminal cases in Norway” (2017), "Prosecutors accountability" (2015) and "Public Prosecutor’s Objectivity according to ECtHR Case-Law" (2014), printed in open access; Bergen Journal of Criminal Law and Criminal Justice, Volume 3, Issue 1, 2015, pp. 61-83.

Teaching

Kjelby has supervised graduate master students for several years.

Guest lecturer at The Norwegian Police University College (2018-2022) - education courses for young and senior police prosecutors, and on courses for senior police officers (Master program on criminal investigation). Affiliated professor from 2022.
