Caecilia Johanna van Peski is a senior military officer, peace and security strategist, and academic with over 30 years of international experience in diplomacy, civil-military cooperation, democratization, and rule of law.

Research

A Commander in the Royal Netherlands Navy and licensed psychologist, she has worked in more than 30 (post-)conflict settings across Central and South Asia, the Caucasus, the Balkans, and the Russian Federation. Van Peski holds advanced degrees in psychology, civil-military interaction, and border security, and has collaborated with NATO, the UN, the EU, OSCE, and DCAF. She served as the Netherlands’ UN Special Representative at the 65th General Assembly on Women, Peace, and Security, and currently works on the basis of secondment by the Royal Netherlands Navy as a UN Security Sector Reform Expert (UN PBPSO/SSRU/SSuRGe Team). She is a Fellow at the Baker Institute for Peace & Conflict Studies, University of Bergen SAMPOL Institute Associate, a Member-Select of the UN Senior Women Talent Pipeline, and a member of the Board of Excellencies of the Oxford Diplomatic Society. Her work focuses on building resilient and inclusive societies through leadership in conflict transformation, elections, and international security policy.
