Prof. Emanuel is the Vice Provost for Global Initiatives and Chair of the Department of Medical Ethics and Health Policy at the University of Pennsylvania. He is also a special advisor to the WHO Director General and previously served as a Special Advisor for Health Policy under President Obama, where he was instrumental in drafting the Affordable Care Act.
