ID check and tax card
The first step is to apply for a tax card. To do so, you need to book an appointment (external link) with the Norwegian Tax Administration and attend an in-person ID check.
When booking your appointment, you will find information about the documents you need to bring.
Reporting your move to Norway
If you are staying for more than six months, you need to report moving to Norway. You can do this in the same appointment as when applying for the tax card. You can also do this in a separate appointment.
Please note that registration of your move is not automatic. The authorities will assess whether you are actually relocating to Norway or commuting between Norway and your home country. Strong ties to your home country, such as housing, family, or other significant commitments, may affect this assessment. We therefore recommend providing as much documentation as possible to demonstrate that Norway will be your primary place of residence.
Examples of relevant documentation include:
- Rental agreement or housing contract
- Employment contract
- Other documentation demonstrating residence in Norway

When visiting the Norwegian Tax Administration, we recommend asking whether your move can be processed by the front desk so you can receive your permanent ID number by post within approximately 2 weeks. If it can’t be processed by the front desk, the application process may be significantly longer and affect your application for a tax deduction card.
Norwegian ID number
If your application to move to Norway is approved and your residence is registered in the National Population Register, you will be assigned a Norwegian national identity number (fødselsnummer). This number gives you full access to public services in Norway, including registering with a general practitioner (GP), using digital public services, and managing banking and administrative matters.
If your application for moving is rejected, you will be issued a D number. A D number is a temporary identity number for short or recently started stays. It can be used for purposes such as obtaining a tax card and opening a bank account.
Electronic ID (MinID or BankID)
Once you have your Norwegian ID number you can get an electronic ID. An electronic ID is used to access most public services in Norway in a secure way. The two main options are MinID (external link)and BankID (external link).
