Committee for Student Affairs

The committee is the appeals body for individual decisions made by the university, except where another appeals body has been designated. In appeals from students, the committee makes the final decision.

The committee handles, among others:

• Appeals against individual decisions
• Appeals against decisions on admission
• Appeals against procedural errors in examinations, assessment or coursework requirements
• Appeals against decisions on leave of absence and absence
• Appeals against the full or partial loss of the right to study
• Cases of suspected or attempted cheating
• Cases of expulsion and exclusion
• Cases of expulsion following a note on a police certificate
• Appeals concerning the election of representatives and ombuds at UiB
• Appeals under the regulations for the degree of philosophiae doctor at UiB

In cases of cheating, suitability, exclusion and expulsion, the committee is the body of first instance. In those cases, the decision may be appealed to the Joint Appeals Committee.

The case comes from your faculty or division. The secretariat asks that cases be submitted no later than two weeks before the committee's meeting.

You receive the documents and a notice. In cheating cases, you receive copies of the case documents from the faculty and a notice from the committee's secretariat. The notice sets out information about the procedure, your rights, the date of the meeting, and the deadline for submitting a written statement.

The procedure is in writing. As a general rule you cannot appear in person before the committee. The Public Administration Act applies — this means, among other things, that you have the right to see the documents, the right to give your views before a decision is made, and the right to a reasoned decision.

The committee is independent. It cannot be instructed in its handling of appeals, either by the university leadership or by anyone else.

The committee meets once a month, except in July.

The Joint Appeals Committee is a national body that considers appeals against decisions from the Committee for Student Affairs in these types of cases:

• Sanctions for the use of false documents
• Annulment of an examination or test
• Exclusion and expulsion
• Reduction of fees
• Expulsion on the grounds of criminal offences, following a note on a police certificate
• Expulsion following a suitability assessment
• The use of clothing that wholly or partly covers the face

The Norwegian Directorate for Higher Education and Skills (HK-dir) is the secretariat for the Joint Appeals Committee.

The committee also makes decisions in suitability cases, on the recommendation of the Suitability Committee. If the committee finds that a student is not suitable for the profession they are training for, it may decide to exclude the student from the programme for up to five years.

Exclusion from a programme at UiB on the grounds of unsuitability also prevents admission to the same programme at other institutions for the period of exclusion.

The Committee for Student Affairs is the body of first instance in suitability cases, and the Joint Appeals Committee is the appeals body.

The committee has five members and is chaired by an external person with judicial qualifications. Having an external chair is part of the guarantee that the committee is independent of the university.
