How to apply
- Check that the journal is not part of one of UiB's publishing agreements.
- Check that the publication meets the requirements for support (see "Requirements for the application" below).
- Complete the application form at bpoa-skjema.uib.no (external link).
You will usually receive a response to your application within 0–2 working days.

What the fund covers
The fund provides support to cover author charges for open access publishing of:
- Scholarly articles in open access journals – up to NOK 36 000 + taxes per article.
- Monographs – up to NOK 120 000 + taxes per book.
- Book chapters – up to NOK 36 000 + taxes per chapter, provided the entire book is published open access. The level of support is assessed based on the total cost and the number of chapters.
What the fund does not cover
- Hybrid open access – open access publishing in subscription journals is not covered by the fund (subscription journals may nonetheless be part of a publishing agreement; see UiB's publishing agreements).
- Editorials, comments, opinion pieces, study protocols, case reports and other article types that do not meet the requirements for NVI reporting.
- Costs beyond open access charges – support is given only to cover author charges for open access publishing (Article Processing Charges (APC) / Book Processing Charges (BPC)). Support is not given for other costs such as page charges, colour charges, copy-editing and printing costs.
Requirements for the application
Author requirements
The applicant must be the corresponding author and affiliated with UiB. The affiliation to UiB must be stated in the publication as the author’s institutional address.
Channel requirements
- The journal or publisher must be at level 1 or 2 in the Norwegian Register for Scientific Journals, Series and Publishers.
- Journals must be registered in the Directory of Open Access Journals (DOAJ).
Licence and peer review requirements
The publication must be published under a Creative Commons licence (CC BY recommended). The publication must be peer-reviewed and fulfil the requirements for NVI reporting.
Requirements for time of application
The application must be submitted before the article/book/chapter is published. It is not possible to receive support for already published publications (retrospective open access).

Open access articles
Applications will be granted on the basis of the following terms:
1. The publication fund provides funding up to NOK 36 000 + taxes to cover article processing charges (APC) to publish in eligible open access journals.
2. The journal must be registered in the Directory of Open Access Journals and approved at level 1 or 2 in the Norwegian Register for Scientific Journals, Series and Publishers. If the journal is not registered, the applicant must document that a scientifically based proposal has been submitted that makes approval in the register likely.
3. Support is not given for open access publishing in hybrid journals. Hybrid journals are subscription journals that publish individual articles open access.
4. The applicant must be the corresponding author of the article (the author with primary responsibility for submitting the manuscript and corresponding with the journal) and affiliated with UiB as employee, emeriti, PhD candidate or master student. The affiliation to UiB must be stated in the article as the author’s institutional address. Support is given independently of degree of employment. Master students must attach a written confirmation from their supervisor/project leader at UiB.
5. The article must be made available under a Creative Commons licence. It is recommended to choose the least restrictive licence, CC BY, if the publisher offers it. An open licence ensures open access and extended reuse rights to the publication. The author must retain copyright.
6. Support is given only for scientific articles or scientific review articles that fulfil the requirements for NVI reporting. Support is not given to editorials, comments, study protocols, case reports, or other non-counting articles.
7. The application must be submitted before the article is published. Support is not given to cover author charges (APC – Article Processing Charges) for articles that are already published, or for new editions/revisions or translations. Support is not given for other publishing costs (colour charges, illustrations, page charges and the like).
8. Funding might be provided to support open access publishing with other financial models than Article Processing Charges (APC), for example institutional- or author membership agreements. This is assessed by the University Library.
9. Articles that result from external funding with funds set aside to cover APC will in general not be eligible for funding.
10. The published version of the article must be uploaded in the Norwegian Research Information Repository (NVA). Authors who do not have access to NVA must send the published version of the article to nva@uib.no for self-archiving.
11. If the publication fund runs out of money during the year, those who applied first will have their APC covered.
12. The University Library administers the publication fund and may, in well-justified cases, grant support even if not all requirements are met.
13. The funding is valid one year after the article’s publication date.
14. The guidelines may be changed without prior notice, but without any retroactive effect for applications that have already been processed.
Open access books
Applications will be granted on the basis of the following terms:
1. The publication fund provides funding up to NOK 120 000 + taxes to cover author fees (Book Processing Charges (BPC)) to publish an open access monograph.
2. The publication fund provides funding up to NOK 36 000 + taxes to cover author fees (Book Processing Charges (BPC)) to publish a chapter open access in an edited volume. It is a condition that the book in its entirety is made openly available. The level of support is assessed based on the total cost and the proportion of UiB authors.
3. The applicant must be the corresponding author and affiliated with UiB as an employee, emeriti or PhD candidate. The affiliation to UiB must be stated in the publication as the author’s institutional address. Support is given independently of degree of employment.
4. The publisher of the book must be approved on level 1 or 2 in the Norwegian Register for Scientific Journals, Series and Publishers. The book/chapter must be peer-reviewed and fulfil the definition of an academic publication in line with the NVI-reporting requirements.
5. Support is not given for textbooks or books written for a general audience. Normally, support is also not given for open access publishing of PhD theses (monographs). Exceptions from this rule can be made when there has been a considerable editing of the original thesis and a new peer-review has been conducted.
6. The book/chapter must be made available under a Creative Commons licence. It is recommended to use the least restrictive licence, CC BY, if the publisher offers it. An open licence ensures open access and extended reuse rights to the publication. The author must retain copyright.
7. The application must be submitted before the book/chapter is published. Support is not given to cover Book Processing Charges (BPC) for books/chapters that are already published, or to new editions/revisions or translations. Support is not given for other publishing costs (colour charges, illustrations, page charges and the like).
8. Books/chapters that are a result of externally funded projects that include funding to cover Book Processing Charges (BPC) will in general not be eligible for funding.
9. The book must be permanently openly available on the publisher's website from the time of publication. The book must be marked with the correct licence and copyright information, with a statement that the book is available open access and the book must be clearly promoted on the publisher’s website. The book must be eligible for self-archiving in the Norwegian Research Information Repository (NVA).
10. The published version of the book/chapter must be uploaded in the Norwegian Research Information Repository (NVA). This ensures permanent open access to the book. Authors who do not have access to NVA must send the published version to nva@uib.no for self-archiving.
11. If the publication fund runs out of money during the year, those who applied first will have their BPC covered.
12. The University Library administers the publication fund and may, in well-justified cases, grant support even if not all requirements are met.
13. The funding is valid one year after the book/chapter’s publication date.
14. The terms may be changed without prior notice, but without any retroactive effect for applications that have already been processed.
Frequently asked questions
How do I know if the journal is open access?
An open access journal gives readers free access to all content without a paywall. Check whether the journal is registered in the Directory of Open Access Journals (DOAJ).

What do I do if the publication does not qualify for support from the fund?
For articles in hybrid journals, the accepted version can be made available in the Norwegian Research Information Repository (NVA) if the article is published closed access. This meets external funders' requirements for open access.
