The Norwegian Panel of Politicians

The Norwegian Panel of Politicians (Norsk politikerpanel) is a research-based survey that captures the opinions and attitudes of elected politicians in Norway. The panel is coordinated by the national research infrastructure KODEM.

In short

The Norwegian Panel of Politicians was established in 2018, recruiting participants from all levels of government. In total, more than 6,000 elected officials have taken part in the panel. All politicians in Norway are welcome to participate. From 2025, the panel is coordinated by KODEM (Coordinated Online Panels for Research on Democracy and Governance in Norway).

About the panel

The Panel of Politicians is a digital research panel in which elected officials at all levels in Norway respond to questions about their role as elected representatives and representing voters, parties, and different societal groups.

The goal of the project is to increase our understanding of how elected representatives view different political issues. This includes their experiences with citizen interaction, collaboration across levels of government, and the various responsibilities that come with being a representative. We also seek to explore how they assess the usefulness of different forms of democratic innovation. The panel aims to strengthen the dialogue between research, politics, and society.

We invite all elected representatives at all levels of government in Norway- municipal councils, county councils, Stortinget (the national parliament), and Sametinget (the Sámi parliament).

The panel is funded by the Research Council of Norway, as well as the 10 KODEM consortium institutions and various research projects. Ideas2Evidence (external link) is responsible for the practical implementation of the survey, including recruiting participants and distributing and collecting responses

All personal information is treated confidentially. Responses will only be used for research purposes and handled in accordance with national research ethics guidelines. Data is stored securely and encrypted within UiB’s system for secure handling of sensitive personal data in research, 'SAFE'. The panel has been reviewed by the Data Protection Officer at UiB and Sikt, and complies with the EU General Data Protection Regulation (GDPR).
