About the Panel
The Norwegian Panel of Public Administrators is open to all research environments and aims to ensure high-quality data collection. It will serve as a source of applicable, relevant knowledge on a continuous basis.
The Norwegian Panel of Public Administrators is an internet-based survey of employees in public administration in Norway. During the initial recruitment rounds, we only included employees from the central administration, i.e., ministries and directorates (excluding regional offices). Over time, we aim to recruit civil servants at all administrative levels.
The survey addresses issues that are important to society, public administration, and democracy. The panel is initiated and run by researchers at ten of Norway's largest universities and research institutions, and it is a non-profit project intended for research purposes. The Norwegian Panel of Public Administrators seeks to contribute to dialogue between research, politics, and society.
The Norwegian Panel of Public Administrators is part of the coordinated online panels for research on democracy and governance (KODEM). The Norwegian Panel of Public Administrators is led by Jarle Trondal (external link), Professor at the Department of Political Science and Management at the University of Agder, and Jacob Aars, professor at the Department of Government at the University of Bergen.
The panel is funded by the Research Council of Norway, as well as the 10 KODEM consortium institutions and various research projects. Ideas2Evidence (external link) is responsible for the practical implementation of the survey, including recruiting participants and distributing and collecting responses
All personal information is treated confidentially. Responses will only be used for research purposes and handled in accordance with national research ethics guidelines. Data is stored securely and encrypted within UiB’s system for secure handling of sensitive personal data in research, 'SAFE'. The panel has been reviewed by the Data Protection Officer at UiB and Sikt, and complies with the EU General Data Protection Regulation (GDPR).
